35P - Cryptologic Linguist - Is now in the BEAR program

*******
ALERT: Effective 1 October, 2013, the BEAR program is COMPLETELY RESCINDED for ALL MOSs. The information below the line is just for older, research purposes and Google search results. I will keep you updated if the information changes in the future.
*******

Here is the current link for the MILPER message for the BEAR program (HEFTY bonus!!!):

http://armyreenlistment.com/Messages/MILPER/BEAR_13_031_20130204.pdf (or check here for the latest: http://armyreenlistment.com/board.html)

If you are currently on active duty and hold an MOS that is N/N or N/Y according to the IN/OUT calls, you may be eligible to re-classify into MOS 35P and get a language.

It's very simple to understand IN/OUT calls.  You can only have three options for each skill level of each MOS:  Y/N, N/N, and N/Y.  When you look at the IN/OUT call list for your skill level and MOS, it will tell you if your MOS is under-strength (Y/N), even-strength (N/N), or over-strength (N/Y).

Those MOSs that are even and over strength are able to re-classify into the MOS 35P and can be paid a hefty bonus via the Bonus Extension and Retraining (BEAR) Program.  The BEAR program re-trains current Soldiers into MOSs that the Army is short handed in and gets them out of their current even or over strength MOS.  One thing to understand about the BEAR program is that you must first EXTEND to meet your training requirements, and then later RE-ENLIST.  So you ask, what if the bonus changes by the time it comes time to re-enlist?  Well, you actually get locked into the CURRENT bonus when you extend, so your amount paid cannot go down, only up.

You can find the current IN/OUT calls and BEAR program bonuses at http://armyreenlistment.com/board.html.

Here is an example:  A 25P SGT looks at the IN/OUT call list posted above.  He notices that 25P at SGT is N/Y, meaning he is overstrength in his MOS.  He then looks at the BEAR message, also posted above, and notices that 35P is on the BEAR program with Tier level 8 bonus.  He reads Paragraph 7B which states: SOLDIERS IN THE RANK OF PFC THRU SSG MUST SHOW N/N OR N/Y AT THEIR CURRENT RANK AND PMOS AS SHOWN IN THE CURRENT IN/OUT CALL MILPER MESSAGE. and realizes that he qualifies to reclassify into this MOS.  Upon completion of the school and language school, he will be awarded the bonus of Tier 8 for SGT for 35P.  As of right now, if he extended to attend training and then re-enlisted for 5 or more years he would be eligible for a bonus of $22,800!

Additionally, according to the IN/OUT call MILPER message, he realizes he must re-enlist to re-classify if he is within his re-enlistment window. However, if he is not in his re-enlistment window, according to paragraph 4B3 "(3) SOLDIERS MAY REQUEST RECLASSIFICATION INTO CMF 18, 12D, 12P, 31D, 35L, 35P, 37F, 38B, 79R (SSG ONLY), AND 89D REGARDLESS OF THE IN/OUT CALLS FOR CURRENT PMOS."  This is done by submitting a DA 4187 through Department of the Army.  If you need to know how to do that, click here for a blog post about voluntary reclassification.

So now that we understand all of the above, we need to make sure we meet the minimum requirements for the MOS 35P:

  1. Ok, I have a question...my son is a 25U wanting to reenlist through the BEAR program into 35P PF, but his reenlistment NCO is telling him that he can't, because he can't get his TS/SCI clearance before he has to reenlist before 31 Jan 12. He has NOT been allowed to even enter his info into e-QIP yet. What is the requirement for getting approved for 35P PF through the BEAR program with regards to the TS/SCI clearance process? He doesn't need the clearance until Goodfellow, which gives him a year before he needs it. Any ideas? Sounds like his retention NCO doesn't want to do the paperwork. I am also the Linguist Training Manager at Goodfellow, and a retired linguist.

  2. Sorry this took so long but I've been away for a bit. He can reclass with an interim Top Secret. All he needs to do is find out who the SSO is and see what they require on that installation to get a Top Secret clearance granted on an interim basis. Usually they will allow reclassification once they can prove that the interim has been started. The SSO should be able to direct him to see whomever he needs to see. Usually the installation SSO is a civilian in my experience but his BDE should have at least one SSO (usually a commissioned officer) who usually works in the BDE S2 section.

    1. SFC J, i am in the process of getting my TS/SCI to reclass into 35P PF. thats is the kicker according to the SMART book to go to training you must have a interim TS and SCI clearance not just the TS 9 times out of 10 when your case has been open you can take the SF-86 and any other supporting documents needed to your S-2 OIC and he will send it up to get your interim for both the CCF at fort meade has to approve you for the SCI but your S-2 OIC can apporve you for the TS but he will need the SCI as well be he can go to training

  3. I have a question. I just took my DLAB (119) and will be turning in the TS packet this coming week. I'm currently reenlisting through the BEAR program and wonder if and how I can have a specific language put into my orders or my contract, so when I sign the paper I know what language I'm getting? Or is this dreaming?

  4. It's hard to say at this point in the military. Most likely they are going to pick the language for you, but a long time ago in 2002 when I re-enlisted for 97E (now 35M) it was language dependent and I picked my language. So it's definitely possible. The best thing to do is talk to your career counselor, and if they seem even remotely unsure, ask the next highest level one. If you subscribe to this topic/blog I can let you know what my career counselor says. I can post on their FB page.

  5. Neiana, I just went through the BEAR process and currently awating to report to DLI in April. Unfortunately, my Retention NCO was not very well versed on the 35P option thru the BEAR, or so it seemed from the interaction we had. I relied heavily on what was posted on here by SFC J as well as on the Language Chief and the reclassification personnel at HRC for the 35 branch. The language chief sent out a mass e-mail to language qualified individuals and my wife being DLPT Q'd (Tagalog) received this e-mail, so she put me in contact with them.

Let me not drag this out any longer. When we spoke on the phone he asked me what language I wanted and I told him I wanted Korean. He informed that when I submitted my BEAR paperwork my Retention NCO would annotate my top 3 language choices. I would get Korean if I chose it as my top language, only because it is in demand at the moment (the President did say we are focusing more on the Pacific rim, so it figures). I'm also DLPT Q'd in Spanish and they wanted to get me straight to AIT, but I really wanted to learn a new language. Hope this helps.

This site was more than helpful. Again, appreciate all the hard work you've put into this blog; Plethora of information. To find some of this stuff you have to dig in regulations, read through MILPER messages, and call branch managers. You made everything available in a simple and easy to access forum. Prime example of taking care of Soldiers if you ask me. Thanks again.

  13. I have the same situation with TS clearance, I turned in the required paperwork to my S2 (Memo, Sf 86, and Birth Certificate) about two weeks ago and they seem to be very slow on the process. They tell me that the civilian who processes it has the info and to wait the 3 to 5 days twice, Yet I have called civilian numerous times and she says hasn't received it but shes tracking to receive it. So last time in asked my S2 was on Friday and the PSG says it been emailed but the civilian maybe swamped, I haven't filled out the e-qip yet and im trying to get a class seat asap. What can I do?

  14. Ask the civilian if you can take it to her directly since your unit is obviously incompetent. Also take it directly to the next higher s2. For example if you're submitting to BN take it to BDE. I hate incompetent paper pushers.

  15. can anybody help ?

i got 114 in my ST , +3/+3 arabic in my language test , i m prior service with 8 years active army , (E6) ny recruiter said i m not qualified for bonus while soldiers in active duty get it .
also the new comers to the army (zero active time) get the bonus.
i find that stupid and non sense , because the army spend over 250K per soldier to learn the language , i m ready and beside that i have 8 year active time ,
i just can`t get it !!!!!!!!!!! what the difference between me and an active soldier who reclassified to 35 P some of the less than 3 years !!!!
i wish i general can read this and get it fixed because it` fuuuuuuucking killing me and pisses me off whenever i think about it ,
damn it , the bonus money come from the same source weather you are a future soldier or active soldier , how that can be special and different when it`s about prior service !!!!!!!!

    1. Your English is terrible. I can see why you didn’t qualify to learn a second language, you really don’t have a grasp on your first language. Your paragraph is riddled with poor grammar. Learn English first and then perhaps you can think about another language. Have you considered Infantry?

  16. You decided to get out. Policy is policy. If you want a job, join, if you don't you're wasting your breath. The Army has NEVER been friendly to prior service so this shouldn't be a surprise. Don't cry like a girl, some of the people in my platoon (including myself) are simply happy to have a job. It pisses me off that I have Soldiers that were told they can't re-enlist and you are whining that tounare being offered a bonus

I feel like by the time I am starting to understand something the teacher is already moving on. I am beginning to get discouraged that this may not be for me. I am still trying 100% but slowly am falling more and more behind. I have 2 questions. One is what happens if I fail my language school (I am especially worried as the Army i now downsizing) and two do you know of any resources or have any tips that can help me get through this successfully?

However, I just found out I may not be able to get in after all since I have a H-3 profile for hearing. I am currently in mos 15U and back in 2007 I was MMRB which resulted in retaining me in my current Mos. The question I have is: since I have been authotize to remained in mos and I have a hearing loss which have been corrected by hearing aids prescribed, can I get a waiver on hearing and if so how I go about requesting this waiver?

  21. Hello SFC J... Thank you for this helpful site..

I am about to go to Goodfellow AFB, TX... I already speak tagalog fluently but I am not sure if i want to be in this MOS now.

I can't even understand for sure what the MOS name is for tagalog speakers in the Cutoff scores (for E5) that came out for march. Is it 35PAD+? 35PJN? what is it?

are the cut off scores high? am i going to get promoted at all in this MOS?

I am currently a 15P so our points have been stuck in the 798 points. I dont want to be in that again.

  25. Just found this site, wished I had found it earlier. I'm writing this for my daughter. She is presently an E-4, 35f, she initially wanted to enlist as 35P, but was told she would have to wait to take the DLAB after she became a 35F (made no sense), but she went 35f anyway. Her ASVAB scores were extremely high (97th percentile), has her TS clearance, earned several commendations and is presently in WLC and only been in about 1 year. Now she has also been approached to try for 35L, which really intrigues her. So, can she take the DLAB any time just to see how she scores? Would shifting from 35F to either L or P a good career step, whether Army or Civilian?

Thanks for a great info line.

    ReplyDelete
  26. She can take the DLAB at anytime, it just requires her commander's signature. If you look through the site there is an example 4187 on here that will probably need tailored to her specific unit, but nevertheless, points her in the right direction.

As for the change in MOS - honestly I'm biased as I think 35F is a very boring MOS, so I would say yes :D

  29. I just finished my paperwork with retention and had the HOTLINE sent to request a school date. Apparently some time ago, you were allowed to send a language wish list; and hope for the best. Now the language is dictated based on your DLAB score (at least according to the career counselor).

  31. Question, please. My wife is Chinese, holds permanent resident status. She is younger than the Cryptolgic Linguist age cutoff. Could you please clarify some things our recruiter hasn't told us or doesn't know? 1) Would she eventually be eligible for the (I think, following this thread) the 35B MOS? 2) If anyone here knows for sure (we will also check this week) as to whether a year in the armed forces makes a permanent resident eligible to test for citizenship? 3) She is fluent in Mandarin, and we understand the need for Mandarin speakers in this MOS is significant. Is there a path, therefore, which would ultimately lead her to this MOS? Many thanks....

    ReplyDelete
    Replies
    1. I'm not finance but I honestly doubt they will cancel your FLPB. But technically if you are not in a billet that is language coded you shouldn't be getting paid. So technically it depends on how you are slotted, or if you are even released from you unit. If you are TDY-in return and stay on the unit's billet as a language coded billet or whatever, or if you have a language that is critical, you will still get paid. I hope that makes sense, but language pay is complicated.

  39. I am a SSG 15R and I am currently in my window to reenlist. I will am close to 14 years of active federal service but I really want to be a 35P. I have passed the DLAB with a 114, and I talked to my retention NCO, and he said that I would not be eligible for the BEAR program because I would have too many years in the military to qualify for any bonus. He stated that I would have to voluntary reclass for that mos instead, especially if I have to wait for my TS/SCI clearance. He also said that I couldn't get the bonus because even if I could get my packet submitted in time I still would be passed 14 years after graduation. Please help me with some info.

    ReplyDelete
  40. I am the same SSG from above. I really want to change my mos to a 35P, and the money for BEAR is great, but it is not a deciding factor. Would it be easier for me to voluntary reclass after I re-up as a 15R? I really don't know how this works.

    ReplyDelete
  41. Well your MOS is balanced at SSG, so most likely a 4187 for voluntary reclass is going to be difficult (you can find your strengths here: http://www.armyreenlistment.com/Messages/MILPER/In_Out_Calls_12_192_20120622.pdf)

I don't like to be the bearer of bad news, but it doesn't look good for you to reclass this late in your career.

He is correct, zone C for the BEAR ends at 14 years. If you were a first term Soldier you could re-enlist under the provisions of Option 3 (Army Training), but obviously you're not on your first term.

If you already spoke a critical language you could maybe work it, but seeing as how you don't speak a language, they'd have to send you to DLI.

Think about it from their standpoint. The likelihood is that you will retire at about 20 years. So by the time you get a class date and go to both DLI and AIT and get to your first duty station you will have probably just over 3-3.5 at max 4 years left in the Army. So they're going to spend at least a million bucks training you, paying you, moving you, etc only for you to serve out at most one assignment and begin your retirement about 2 years after you graduate.

Barely enough time to meet the SRR after graduation. And we all know what retirement mode looks like.

  44. I am the same SGT L from a post in April...just wanted to give a little update for some interested folks. I recently found out from talking to the Branch Manager(s) that your CC can still put a request in for a specific language. If your CC was like mine and was either unwilling or clueless on how to assist you, the Branch Manager will contact your CC to assist him. Just give those nice folks a call and they will bend over backwards to help you out. A lot better than my current Branch Manager..

    ReplyDelete
  45. SGT L, I am so glad you posted that bit of information. I got a 141 on my DLAB, but I don't have a lot of motivation to learn any form of Arabic. I had a feeling the Army would decide that for me. Of course, I'm also not naïve enough to think anything is final in the Army until you are sitting in your seat.

RU just fell off the BEAR list maybe 10 weeks ago. As I understand, that doesn't mean that all the seats for that language are gone, it just means the Army is no longer suffering for RU speakers. My gears are turning about this reclass. Do I try for RU regardless, or should I be safe and choose CM? I know it's a decision I have to make for myself, but I am wondering if any of you cats know what the outlook is for these jobs over the next five or ten years. As for life after the Army, I know that China is the world's emerging economy (or maybe emerged is the better tense here), so it seems like good choice for a tall, nordic fella. Any thoughts on that, SFC J?

Also, I should probably start from the beginning with your blog before asking, but since I'm here—is 35P my only ticket to DLI and an interesting job that allows me to serve my country, or have I missed something? At times, my MOS is like a black hole, keeping to ourselves and missing out on exposure to other types of jobs (though that certainly wasn't the case in Afghanistan).

    ReplyDelete
  46. It's really hard to predict where languages will be in X years. Russia is coming back around as a place we have to contend with. China obviously the same. So it's hard to say. 35P is the only MOS that will allow you to join AND learn a language, guaranteed.

  52. Great site, SFC J. I'm a 94E, 11yrs TIS, SSG, reclass'n to 35P(PF) in March 2013. In 2014, I'll be getting my first look. Is it competitive to make 7 as a 35P? Also, what kind of duty stations do 35Ps normally get stationed in? Thanks!

  54. Im in the process of getting my TS clearance my question is how will I get that SCI thing, do I have to apply for it later after I get my TS or does is it come with the TS since they know Im getting TS to by a Crypto Linguist?

    1. SCI is given to people on a case by case basis as needed. It's not really an application process but rather a process in which you simply are read-on to information that you need to know, and then read off at a later time.

  57. Do I need a DLPT or language identifier (CM,KP etc.) to reclass into any of the 35P currently on the BEAR MILPER??? I meet all the pre-reqs like the DLAB is over a 100 and I posses a TS/SCI etc. but my Retention NCO is telling me that I need to already have the language skill/DLPT that is showing on the BEAR MILPER for 35P-CM or KP etc..Can someone please clarify if this is true or atleast point me to the right source to go to..any info is appreciated..Thank you.

  58. SFC J,

I am in the same predicament..I want to reclass into 35P under the BEAR too. I have everything else but I dont have any language identifier or DLPT at all. I just find it odd since it is on the BEAR and I thought that they would take those qualified without the identifier that are willing to reclass into that language shortage MOS.

  59. The issue and reason for this confusion is probably a lack of an understanding of the overall situation in the DoD. The Army is trying to recruit linguists so they don't have to spend $250k for a year of training per person. In the years of budget cuts, they are probably going to try this FIRST before training Soldiers for several reasons. If the Soldier already has a language they are 99% likely to be a native linguist, which is going to be a better linguist than even someone that scores a 3/ 3 coming out of DLI and will still require a native linguist as a supervisor. Additionally that shaves off 1-1.5 or more years before that Soldier will hit the ground running. Units want these Soldiers ASAP, they don't want to have to wait years to get them. Sorry guys. I'm not a career counselor, but what they are saying makes sense.

  60. SFC J,

Thank you for your help. I really appreciate it. I will look into other MOS's under CMF35. Thanks again.

  61. SFC J, I'm reclassing to 35P PF, I scored 3 of 3 on my DLPT. I was wondering if I could request to go to DLI and be an instructor or it's based on the needs of the army???
The reason is I was born and raised in Iran and I believe that i could be a big help teaching the culture and the slang that people use in Iran.

    ReplyDelete
  62. Usually based on needs of the Army. Also what rank are you? Military Language Instructors were SSGs and SFCs from what I saw. It's also considered a pretty hard assignment to get - and the MLIs don't usually teach, the civilians do - so most likely you will be expected to put your time in before you can go. But I cannot speak for branch.

  63. SFC J, I'm an E-4 and 11B and have 3/3 FLPP rating in Tagalog. My ETS date is 10/2014. I am color blind. Can I still reclass to 35P? I enlisted 6/2011. Nobody talked to me about reenlistment yet

  64. SFC J, I'm an E-4 and 11B,I got 99 on DLAB, I have 3/3 DPLT in french. Right now I'm on my reelistment window and would like to reclass onto 35P. Do I meet the requirements for 35P?
Also are we graduating as an E-5 after completion of AIT?

    1. I believe they changed the requirements for the DLAB where you need at least 100. I emailed my buddy to get some clarification.

    2. someone told me that as a current active duty soldier, if I'm already fluent in another language and got 3/3 in the DPLT test and I volunteer to go to airborne school, I don't need to take the DLAB anymore, is that true Sgt?

      Delete
    3. Should be true. It might also depend on what language and if they need it...what language?

    4. I'm fluent in french Sgt. Also since the Bear program has been rescinded, is that mean that I can't apply anymore for 35P? I'm currently 11B

  65. SFC,

Good morning. I am looking to reclass to 35P through the BEAR program. I haven't been up to talk to retention yet because I want to get more information on the MOS. Some of their daily ops and or where they can be stationed to put them either in the field boots on ground vs. in an office pushing paper. Currently I'm an E5 (non P), 12Y Geospatial Engineer. I have all the requirements except the DLAB which I am going to schedule after I'm back from TDY. What are the opportunities that I can look forward to after the Army because of this job? How does this transition into the civilian sector or GS/Government jobs? If you would rather talk off line, I can provide outlook or AKO email via private msg.

Thanks for the help in advance.

  67. Hello, I am a SSG, 15 years in service and looking to reclass into 35P by 4187, no BEAR program. Got 146 on DLAB, I speak 7 languages and I am currently learning three more. I might add Arabic and Pashtun to my learning since those are the lnaguges the Army is looking for rigt now. Question: I am currently doing the paperwork to get my TS, my understanding is that I need an interim clearance to attend school, but need the clearance to get awarded the MOS, correct? What is the timeline to get an interim clearance, and what happens to soldiers who go to school but finish schooling before being issued a clearance? Are they held at DLI shaperning their langauge skills while awaiting it?

    ReplyDelete
    Replies
    1. Jesus, that's pretty awesome that you speak that many languages.

You do need an interim to attend school. You must have the final clearance to get awarded the MOS. The reason being is this: an interim is actually good for absolutely NOTHING. A TS clearance is all about caveats and being read on to that caveat. However, you can't get read on in an interim status.

You are held over if you only have an interim.

Unfortunately answering your question about TS clearances is all person dependent. For example, my upgrade from Secret to TS took four months start to finish. My re-investigation (every five years) last year took an entire YEAR start to finish, and that was just a PR (periodic re-investigation, every 5 years for TS, every 7 for Secret).

I had no derogatory information, it just depends on their backlog at the time. I did have some foreign travel, but it's all dependent on the person.

My wife just had a re-investigation, it took about six months.

  68. SFC J,

Could you please tell me how likely it will be to rejoin the Army and obtain the 35P MOS with the following taken into consideration:

    1. prior service with end of contract date: 20110222
    2. honorable discharge with reentry code 1 (completed first term/ 4 active, 4 inactive contract with reserve obligation termination date of 20150204)
    3. PMOS: 35F20 and WLC completed
    4. have already been given TS/SCI access as a 35F during prior enlistment, but will need either a PR or PSI initial (whichever is required) as it has been more than 5 years from initial investigation
    5. Line scores:

    ST 115
    SC 116
    OF 112
    MM 109
    GT 114
    GM 113
    FA 115
    EL 115
    CO 114
    CL 117

    6. AFQT 79
    7. will need to attend DLI
    8. have not taken DLAB
    9. currently 30 yrs of age

I am not so much concerned with any bonuses, although I would hardly turn one down! I find that being a 35F was rather boring, and enjoyed being the Battalion Security Manager much more. I mainly would like to stay in the MI corps, if rejoining the Army is even an eligibility to begin with - are 35F and 35P still considered a critical MOS?

Would I keep my E-5 rank from prior service or will I be demoted if accepted into the 35P MOS?

Thank you in advance for your time.

    1. Also, is a polygraph required and if so, will it be lifestyle, counterintelligence, or both?

      Delete
    2. I can't answer any of this, as I am not a recruiter. They know the likelihood of all of this. You will need to take the DLAB at MEPS, I can tell you that. 35P is definitely a critical MOS, 35F is pretty critical as well. I have no idea if they'd let you keep your rank or not.

      Delete
    3. To answer the question about the poly, it depends. Normally you would just require a CI scope polygraph...however, depending on the assignment, it could be a lifestyle. Some might not require a poly. I've had a TS for about 6 years and never required a poly.

  69. I am a National Guard Soldier. I have PF, PG and TB languages and I am a native soldier. However, since I am a native speaker I have difficulty to get higher score on my ASVAB I need a 2 points Waiver on my ST points in order for me to go on 35P school. Currently, I am working as a National Guard soldier, but I would like to join the Active Army one day. What are the possibilities for me to come on Active duty. Any suggestions?

  72. Hello, just found this. I'm currently an NG soldier. And going to be pulling over to RA for 35P retrain, and DLI. Is there a specific way I can possibly request or lean myself towards getting assigned to a tactical unit, or picking up schools along the way after DLI and the retrain for 35P? Also, in your opinion, what is the likelihood of being anywhere near Mikes? I'm currently MOS Q'd as a mike, and would like to return to it at some point.

    1. You honestly can't really pick where you will be, although tactical is most likely. Depending where you guy, if you are in an SBCT you will be with Mikes because there is only one MICO per BCT, but who knows where you will end up.

    2. Thank the lord, I know that strategic work has its place and importance, but hot dann, would I not look forward to being too far bound to it. Is there any likelihood as a MOS-T, of picking up orders for ABN School in the course of DLI/AIT, or do I need to start sending bouquets of roses and chocolates to HRC and Branch Management?

      Delete
  73. I think when I went through AIT they were asking people if they wanted to go...but I'd talk to your PSG there. The Army is short airborne 35Ms in places like Bragg and SF support, I assume the same holds true for 35P

    ReplyDelete
  74. Oh really? Well hell, I'll just be one hot commodity as a 35P with 35M MOS qualification. Coooool. And that of course would make it even more likely I'm hitting a tactical unit. On the note of SF support, do you have any knowledge about the pipeline for SOT-A?

    1. You need to realize of course that no one will care about your former MOS as 35M and you won't be doing any 35M-related work.
